Biography

Leo Brincat is the Main Opposition Spokesperson for the Environment, Sustainable Development and Climate Change. Alternative Energy, Aforestation and Waste Management also form part of his brief.

He has served as Minister of Finance & Commerce; Parliamentary Secretary at the Office of the Prime Minister and was also Shadow Minister for Foreign Affairs & ICT; Economic Affairs & Finance as well as Main Opposition Spokesperson for Commerce & Tourism.

He was Chairman of the Public Accounts Committee between 1998-2003.

Leo Brincat continues to serve on the Parliamentary Committee for Foreign & European Affairs.

After forming part of the Maltese delegation to the Council of Europe for a number of years where he carried out various rapporteurship assignments, he is now a member of the Energy & Environment Committee of the Euro Mediterranean Parliamentary Assembly.

He served on the Maltese delegation to the OSCE and also as a member of the Joint Parliamentary Committee between the Maltese and the European Parliaments since its inception.

Brincat has been hosted regularly by Wilton Park – the Executive Agency of the British Foreign & Commonwealth Office having attended conferences on Climate Change in Helsingor, Denmark and on both Libya and the Euro Med Process at Wilton Park itself.

Leo Brincat is a member of the US Government’s International Visitors’ Programme.

He has served as both Labour Party President and International Secretary.

A management consultant by profession, he is a Fellow of the Chartered Institute of Bankers (FCIB) and has worked as a banker with HSBC, Mid-Med Bank Ltd and both Barclays Bank DCO and Barclays Bank International as well as a senior manager in the private sector.

Leo Brincat is a regular contributor to the local media.
